The band was first formed in the Fall of 1991, when it was known as The Knoxville Concert Band, the prime mover behind the initiative being Ray Brooks who was the band's first President. Its name was changed in 2001 to The East Tennessee Concert Band with a view to more appropriately encompassing the wider community it served, and continues to serve. In 2001, the then Director, Dr A. Wayne Tipps, gave up his position and there followed a determined search for a new Director, which finally ended happily in mid-2002 with the appointment of Dr Ric Best (see a brief biography by clicking here). Wayne Tipps remains an enthusiastic supporter of the band in the form of the annual festival concert held on his lakeside property.
